There was no official financial institutes in Edo, people went to pawn when pawning items were there. If not, samurai class went to fuda-sashi, merchant class to zato, both of which are usury. Although the official loan rate was set 15% between Genbun 1st and Tempo 13th, 12% later, much higher rate was applied using various reasoning in fact.
The loan rate of a pawn was 20 to 50%. The pawned item will be forfeited after 12 months.
